Enough is not Enough

Since late of the last year, Trump's administration procedures and decisions have been increasing. They are clearly well studied, by a team that knows the priorities of the Palestinian national action and the sensitivity of each of its issues.

If this administration leaks every time that it postponed the announcement of its plan (deal of the century) for a few months, this is due to the desire to reinforce the belief that the American pouch has what "modifies" the path that it has started since the beginning of the attack on our rights, in the time that we realize that the "regional solution" that translates the "deal", needs time to "prepare" all the relevant parties, to "besiege" the Palestinian rejection and help to extinguish it, by their final approval.

Washington's main weapon is old and well-known, which is the financial power against the UN institutions that are relevant to our cause, and the size of its share in the PA's "income economy".

The deal's steps have focused on targeting the Jerusalem and refugee issues, after Trump reassured the Israeli occupation government on the future of settlements. This is completely different from the policies of previous US administrations that accompanied the settlement process, in key aspects:

• First: the previous administrations (in form) maintained the discourse of separation between the repercussions of the Nakba and the entitlements of the occupation of what remains of Palestine in 1967. So, the banner of the Palestinian state remained existed in the efforts made by those administrations to maintain the scene of negotiations between the two sides.

At that time, it was clear that the trade-off between the refugees' right of return and the establishment of a Palestinian state was an urgent American offer, in order for the Palestinian negotiator, to recognize the separation of these two rights and accept the offer. This means luring the Palestinian negotiator, to reach this point, and not opening the door to actually embody the establishment of the state.

While the Trump administration brought together the repercussions of the Nakba with the entitlements of June 1967 aggression in one column and deleted them together, thus closing the trade-off between Palestinian rights.

• Second: the previous administrations have pressured on the Palestinian official leadership and repeatedly threatened them with financial and political sanctions whenever the Palestinian negotiator complains about the course of the negotiations. But they did so within the "carrot and stick" equation. And when the occupation government takes over the receivables of the PA from the customs clearance, it got that the American administrations intervened to return these receivables to the PA.

The reason for this was that Washington was aware of the importance of the Palestinian issue for the Arab official system, which was embarrassed to be behind Washington to implement its regional interests, without taking concrete steps towards the settlement of the Palestinian-Israeli conflict.

While Trump's administration finds itself not concerned with these considerations in front of an official Arab divided system and its components one very obsessed about their stability, in light of the devastating wars in the Arab region. Therefore, there are no carrots in the American pouch, but a multi-headed stick.

On the other hand, despite the increasing division in the Palestinian situation, its components, including the official leadership, were able to reach a consensus by launching the Palestinian effort towards the United Nations as a strong response to the Israeli extremism in settlement and Judaization. That was welcomed publically even from the Palestinian factions outside the PLO.

In this equation, President Abbas went to the General Assembly of the United Nations in the fall of 2012, and presented a speech derived from the consensus achieved, and from the important action that he concluded his speech with, when he applied for the promotion for the status of Palestine in the United Nations. So, the Palestinian consensus achieved what it wanted from its endeavor.

While Trump's decisions and procedures have been escalating for over a year, which created an unprecedented practical threat to the rights of the Palestinian people and its national cause without taking practical action against them. The irony is that nothing can be expected from this administration, even by the official Palestinian leadership, but more rounds of war on Palestinian rights.

If President Abbas is in the process of putting the General Assembly at its new session before advanced Palestinian options in facing the deal of the century, as this, despite of its importance, requires clear decision in the Executive Committee to implement the decisions of the Central and National Councils. And draw the new Palestinian policy based on these decisions through a responsible national dialogue.

The President's speech, thus, becomes the voice of the national consensus, whose content will give the power that will put the international community in front of its responsibilities. It is also important that the General Assembly to listen to the unified Palestinian decision, which not only rejects the American-Israeli project, but also resist it.

In addition, the recent meeting of the Executive Committee did not come in this direction, but it made talks (without decisions), and was satisfied with the intention of future actions, in the sense of "enough is enough", and that we have had “enough” of settlement, demolishing homes and ethnic cleansing. All this talk is important, but it bears the nature of the complaint, and the international community has heard a lot of it and has not moved. As in politics, there is no value to complaining without doing anything on the ground in politics and in the field.

In politics, the international community is very interested when it realizes that the Palestinians are united in their rejection and rejection to the deal of the century. It also knows that this means ending the free occupation of the Palestinian territories and that the Palestinian popular resistance will have the unified Palestinian political protection.

Only then it will move, and it is normal to start the opposite pressure. However, by the experience, the influence of pressure weakens, if national consensus exists, unlike what happens when a party has a position or option that contradicts with this consensus. This is what has happened since the beginning of negotiations, before and after the signing of Oslo Accords.

Without facing the "deal of the century" in the field and politics, it will continue to escalate its steps towards us, and the Trump administration and the occupation government will continue to create facts on the ground to abolish the Palestinian rights to return, self-determination and the establishment of an independent state on all the occupied Palestinian territories by the 1967 aggression with East Jerusalem as its capital.
