Paris Conference

The bet that this conference to breach the Israeli ceiling, is such an illusion

The participants in Paris separated, after they reconfirmed on the «two-state solution» across the same negotiating track, which brought the Palestinians to impasse after a quarter century of turning around the self.

What the conferees came out, in their final statement was expected linking to the French ideas that formed the basis for holding the conference, and what they subjected to, under the US and Israeli pressures.

However, some people welcomed the holding of this conference, and it was clear that this welcoming come in the context of the continuation of the failed bet about political initiatives, which don’t represent the national rights of the Palestinian people, and do not form a valid basis for a balanced solution for this conflict.

Anyway, the final statement which was issued by the conference was clear in confirming what was mentioned before, even if it tried in some clauses to suggest the opposite.

The most remarkable about the conference and its decisions is the reactions of Israeli welcoming with the final statement, which didn’t contain any recommendations that are addressed to the United Nations, particularly the Security Council, to discuss the Palestinian issue, which the Director General of the Israeli Foreign Ministry, Yuval Rotem, considered it as a «real achievement».

Tel Aviv realized despite its rejection of the French initiative, that the Conference excludes any role for the United Nations. And this, in itself is a correspondence with the Israeli position that looks with severe brutality to any endeavor towards the international forum.

In spite that, the supervisors on the conference trying to show it as an international conference that gives the Palestinian issue priority, but the ignorance of the relevant international legitimacy resolutions makes it just an extended international meeting, especially with its decisions lack for any implementation mechanisms; which was clear by the formal welcoming with UN resolution which condemned the settlements.

Paris participants did not do anything new regarding the settlement, as they kept the future of Palestinian national rights as a hostage to the Israeli security and expansion conditions plans through their emphasis to revive the bilateral negotiations.

By keeping the resolutions of the international legitimacy out of the deliberation, this future becomes directed by the unbalanced forces on the ground between the between the Palestinian people under occupation, and the military arsenal of the occupation as well as the protection and support from the its allies, especially Washington.

In spite of that, the participants in Paris insist to address the Palestinians as a rival party in confronting the occupation, and demand it not to make any unilateral move, as if the settlement is an implementation for the international resolutions and not a continuous aggression against the Palestinian people and its properties and national future, therefore, any bet on this conference and its failed examples, it will push this future into the unknown.

On the other hand, there is a clear path that the Palestinians took toward the United Nations which fructified significant achievements towards wider achievements. As the UN institutions of the State of Palestine under occupation on the borders of June 1967 with Jerusalem as capital, opens the possibility of recognizing it as full member state at the United Nations. And the acceptance of Palestine in a wide number of UN Agencies opens the possibility of the accountability of the occupation for his crimes before the International Criminal Court in the framework of the four Geneva Conventions and their indexes.

It has been shown tangibly that fighting the occupation politically and diplomatically through the opening to the international community and its international institutions, has made significant achievements for the benefit of the Palestinian people's rights, and it is a field where friends of the Palestinian people can rescue, it unlike when the negotiation are the only available area before the movement of Palestinians.

Before the Palestinian, there is the national consensus weapon with the decisions which were decided by the Palestinian Central Council in March 2015, and these decisions put a compass to straighten out the existing policies starting with the call for an immediate halt of the security coordination with the occupation, ending the division, mobilizing the popular resistance and protecting it, and correcting the political process towards accepting the settlement only if it based on the international legitimacy resolutions.

Therefore, halting of the Palestinian endeavor towards the United Nations at the threshold of what has been achieved, loses its practical value and converts it into ineffective symbolic victory, and this is what the occupation wants. We have witnessed American and Israeli pressures on the Palestinian side, in two stages, first in blocking its access to the United Nations, but Washington and Tel Aviv failed to do so, and the second in freezing the endeavor at the releasing the upgrade status of the Palestine in the United Nations and the enrollment to international organizations without activating this membership in filing lawsuits against the occupation because of its crimes starting from the settlement, Judaization, the campaigns of murder, detention and torture; and it seems that these pressures are successful so far.

As a result, the Paris conference does not go far from the US and Israeli conditions towards the allowed prospects for the Palestinians in the context of seeking to obtain their rights, this conference through collecting the attendance in its frame, but is trying to cut the way before the Palestinians to resort to the United Nations. It is from this side sends them a message that the international presence will not stand with you, as it happened in the past, if you think to get out of the framework of the settlement with its existing conditions and head towards the United Nations and its institutions. Thus, the conference turns practically from a title to end the occupation to an international pressure tool on the Palestinians to not go out from the «path» which is imposed on them.
