The Five Points Initiative: For a Unifying Session of the Palestinian National Council
 

Delegations of the Democratic Front for the Liberation of Palestine, headed by its Secretary-General, Nayef Hawatmeh, and of the Popular Front for the Liberation of Palestine, headed by its Deputy Secretary-General, Abu Ahmad Fouad, discussed present political developments at the national level, as a step prior to taking part in the Preparatory Committee meetings of the coming ordinary session of the Palestinian National Council meetings, and agreed to the following:

1- Both fronts welcome the considerate initiative taken by the Chairman of the Palestinian National Council, Salim Zanoun, with a view to convene a meeting, in Beirut, of the next ordinary session of the National Council, in response to the national demand for unification, with the purpose of choosing the appropriate venue for all the Palestinian forces of the PLO –as well as those from other forces— to participate.

2- Both fronts call on every Palestinian force to take part, without any prior conditions, in the meeting of the Preparatory Committee in charge of adopting an agenda that would fill the requisites and would set the priority of convening a unifying session of the National Council at the earliest possible convenience.

3- The two fronts confirm the primordial importance of speeding up the implementation of integral elections to the legislative Palestinian institutions, in the first place the Palestinian National Council, with a complete system of proportional representation in closed lists, in compliance with what was agreed in the rounds of the integral Palestinian national dialogue in Cairo.

4- Both fronts consider that the responsibility of unification of the National Council is a supreme priority, and that, without delay, its conditions should be favored, including the choice of the venue of the Council meeting, and the approval of a unified national political program on the basis of the “Document for National Reconciliation” (2006) and the decisions of the Central Council (2015) unanimously agreed at a national level.

5- The two fronts underline the urgent need to convene the “Committee to Activate and Develop the PLO” in Cairo, headed by Mahmoud Abbas, Chairman of the PLO Executive Committee, to examine the points to be discussed in the agenda of the Preparatory Committee meeting and to review other matters not included in the agenda, with a view to assist the implementation of a meeting of the Unifying National Council that would elect the organs of leadership, especially an Executive Committee that would unify every component of the Palestinian National Movement.
